European defence officials acknowledged Thursday that the dynamics of the war in Ukraine are shifting in Kyiv’s favour — a rare public admission from the EU that Ukrainian battlefield momentum is building, even as Russia warned of unspecified “consequences” for Western arms supplies and a new naval pact Britain signed with nine European partners.

The shift in tone from Brussels marks a notable departure from months of measured statements. Three EU officials, speaking on condition of anonymity to Reuters, said Ukrainian forces had achieved “qualitative advances” in recent weeks along the eastern front, though they declined to specify locations or timetables. Ukraine’s own military has reported gains in the Pokrovsk sector and around Toretsk.

The Kremlin dismissed the assessment. “This is another attempt to paint a picture that does not correspond to reality,” said Dmitry Peskov, Putin’s press secretary. “Russia will respond to all these hostile steps with appropriate measures.” He did not elaborate.

Britain meanwhile announced a joint naval initiative with nine European nations to strengthen open-sea deterrence — a direct reference to Russia’s growing footprint in the Atlantic and Baltic. The Royal Navy will lead the task force, which also includes France, Germany, the Netherlands, Norway, Denmark, Sweden, Finland, and Poland. The move, first reported by the Guardian in April, formalises a security architecture that NATO allies have been quietly expanding since Russia’s 2022 invasion.

Zelenskyy, in his nightly address, said Ukrainian forces had taken “important steps” and thanked European partners for their sustained support. “Ukraine does not want endless war,” he said. “We want a just peace built on strength.” He renewed his appeal to Washington to unblock the sale of Patriot interceptor missiles, warning that air defence stocks were reaching “a critical threshold.”

The EU’s foreign policy chief, Kaja Kallas, said the bloc was “urgently reviewing” additional support mechanisms for Ukraine’s defence industrial base, and that a new €1.5 billion artillery shell procurement package would be tabled at next week’s defence ministers meeting in Warsaw.

Separately, Spain and the European High Performance Computing Joint Undertaking inaugurated a €9.8 million quantum computing system in Barcelona on Thursday — EuroQCS-Spain, hosted at the Barcelona Supercomputing Centre. The system, part of a Europe-wide quantum infrastructure network, will be available to researchers across the EU and is intended to reduce reliance on non-European quantum computing hardware. Spain’s minister for science called it “a sovereignty project.”

The war in Ukraine is now in its fourth year. Peace talks mediated by the US and Brazil have so far produced no agreement. Both sides remain dug in along a frontline that stretches more than 1,000 kilometres.
